If you expect a response from a user in a certain prescribed time, alert the user to that fact and allow for additional time.  Content Management Systems allow instructors to set time restrictions for online tests.  However, the user is allowed to complete the test once the time limit has passed.  This enables the instructor to meet this requirement.
